ATAP Applauds Landmark PBM Reforms Signed Into Law

Historic Legislation Delinks PBM Income from Drug Prices in Medicare and Advances Patients Before Middlemen Reforms 

[Washington, DC] -- The Alliance for Transparent & Affordable Prescriptions (ATAP) today applauded the President and other leaders in Washington for completing a bipartisan government funding package that includes sweeping Pharmacy Benefit Manager (PBM) reforms. This legislation marks a historic victory for patients, physicians, and seniors struggling with high prescription drug costs.

“This is a watershed moment for patients,” said Dr. Robert Levin, President of the ATAP. “For years, PBMs have profited from a system that rewards higher list prices and leaves patients paying more at the pharmacy counter. By delinking PBM income from drug prices in Medicare, this law finally puts patients before middlemen.”

ATAP is a national coalition of physician and patient advocacy organizations dedicated to advancing transparency, competition, and affordability in the prescription drug supply chain. ATAP has long advocated for the exact reforms now signed into law, warning that PBM business models tied to list prices distort the market and undermine patient access to affordable medications.

 “The inclusion of Medicare delinking in this package is a game-changer,” Dr. Levin continued. “It removes the perverse incentive for PBMs to favor higher-priced drugs and represents a clear step toward restoring fairness and common sense to drug pricing.”

 In addition to delinking, the law advances broader PBM accountability measures drawn directly from bipartisan legislation that ATAP has supported for years. These reforms reflect growing consensus in Congress that PBM practices must be reined in to protect patients and taxpayers alike.

 ATAP emphasized that while this legislation represents a major milestone, additional reforms are still needed to ensure full transparency and to require PBMs to pass negotiated savings directly to patients at the point of sale.

 “This victory proves that bipartisan PBM reform is not only possible, it is popular and overdue,” Dr. Levin added. “We look forward to continuing to work with lawmakers to build on this progress and finish the job.”
