The PBM Problem - Pharmacy Benefit Managers (PBMs)
PBMs are companies hired by insurers to manage drug benefit programs. They essentially act as middlemen between insurers, manufacturers, and pharmacies and thus have a uniquely central role in the drug market, handling everything from setting patient copayment amounts to determining which drugs are covered by which health plans.

The PBM Problem - While PBMs
were originally set up to control drug utilization and cost, they have since become incredibly effective at negotiating discounts and rebates from manufacturers that they keep for themselves as profits rather than passing those savings onto patients. As a result, patients are paying cost shares that do not reflect the actual lower cost of the drug, which drives up out-of-pocket costs and co-pays. PBMs get their revenue sources from spread pricing and rebates.

The PBM Problem - The spread price
is the difference between what the PBM charges the health plan for a drug and what it reimburses the pharmacy for it. The pharmacy doesn't know what the health plan pays the PBM for the drug and health plans don't know how much the PBM reimburses the pharmacy for dispensing it. PBMs use this lack of transparency to keep spread as profit.

The PBM Problem - A rebate is
a chunk of money that a drugmaker agrees to pay a PBM each time a certain prescription is filled.The drugmakers willing to pay the highest rebates are given preferential positions on PBM formularies. Patients, however, pay a percentage of the list price, not what the PBM ultimately paid for the drug. This equation drives up list prices at the expense of patients.

Mission - The goal of ATAP is two-fold:

Leadership - Dr. Robert W. Levin, President/Chair
Dr. Levin is the President of the Florida Society of Rheumatology. He has achieved several educational milestones, including a B.A. Degree in Chemistry with Honors from Oberlin College in Ohio and a Doctor of Medicine from Hahnemann University in Pennsylvania. Subsequently, Dr. Levin completed his internship and residency in Internal Medicine as well as his Rheumatology fellowship at the Medical College of Pennsylvania. Dr. Levin's scholarly background also includes experience as an Instructor of Medicine for the Medical College of Pennsylvania before beginning his Rheumatology practice in 1989.

Leadership - Dr. Michael Saitta Vice President/Chair ATAP Action Network Secretary/Treasurer
Dr. Saitta is a board-certified rheumatologist in Fayetteville, Arkansas and a Fellow of the American College of Rheumatology. He graduated from the Johns Hopkins School of Medicine, then completed internal medicine residency training at the Johns Hopkins Hospital and a rheumatology fellowship at Duke University Medical Center. He has participated on numerous committees, councils and advisory bodies related to rheumatology practice, government regulation, health care payment models and advocacy for patients’ rights. Currently, he serves on the board of the Arkansas Rheumatology Association and on the executive committee of the Coalition of State Rheumatology Organizations, a national advocacy and education resource dedicated to improving access to quality care for rheumatology patients.

Dr. Blumstein has been with Rheumatology Associates of Long Island (RALI) since 2005 and treats patients for various Rheumatological issues such as Lupus, Scleroderma, Arthritis (Temporal/Rheumatoid/Geriatric) and Collagen Vascular Disorders. Dr. Blumstein is the author of various scientific papers on topics varying from geriatric rheumatology to temporal arteritis. He is also a recognized Vitals.com winner for both Compassionate Doctor and Patients' Choice

Leadership - Ethel Owen (NORM) Treasurer
Ethel Owen is the practice administrator for Arthritis & Rheumatology Associates of Palm Beach, a seven physician rheumatology practice in South Florida. She has been in her present role since 2006. Her responsibilities include managing employees, overseeing all billing, infusion, reimbursement and practice operations. Ethel has been working in the medical community for more than 30 years. Ethel has been a Certified Professional Coder and a member of the American Academy of Professional Coders since 1997. Her coding responsibilities have included surgical, E & M coding and chart documentation training for physicians and support staff. Ethel is on the Editorial Board of Rheumatology Practice Management. Ethel has been a member of the National Organization of Rheumatology Managers, (NORM), since 2006. She has served as a board member since 2007. Her duties included recruiting new members, helping to plan conferences and obtaining event sponsorship. Ethel is the Past President of NORM.

Leadership - Gary Feldman, MD (CRA) Board Member
Gary R. Feldman, MD, FACR currently serves as the President of the Coalition of State Rheumatology Organizations. He practices rheumatology and is the Medical Director of Pacific Arthritis, an independent practice rheumatology group located in Los Angeles and Santa Monica, California. In addition to his private practice, Dr. Feldman is an Assistant Clinical Professor of Medicine at the David Geffen School of Medicine at the University of California, Los Angeles. He has been involved in clinical research and lectured extensively throughout his career in multiple areas, including inflammatory arthritis, osteoarthritis, crystalline arthropathies, metabolic bone disease, osteoporosis, and biologic therapies for autoimmune and other diseases. Dr. Feldman was the founding Chair of the American College of Rheumatology Insurance Subcommittee. He served as the President of the California Rheumatology Alliance and continues as the Chair of Advocacy for the California Rheumatology Alliance. He also currently serves on the Board of Directors of the Alliance for Affordable and Transparent Pharmacy representing the California Rheumatology Alliance. A native of Los Angeles, he completed his undergraduate degree in nutritional science at the University of California, Berkeley before completing his medical degree at Tufts University in Boston, Massachusetts. His postgraduate residency training in internal medicine and fellowship in rheumatology was completed at Cedars-Sinai Medical Center in Los Angeles, California.

Leadership - Dr. Angus Worthing, ATAP Action Network President
Dr. Worthing is a graduate of Princeton University and the University of Minnesota Medical School, where he was elected to the Alpha Omega Alpha national medical honor society and received the Medical Student Achievement Award. He completed internship and residency in Internal Medicine in 2006 and rheumatology fellowship in 2008 at Georgetown University Hospital, Washington, DC. He also received multiple honors including the Medical Humanities Award and nominations for the String of Pearls Award, given by Georgetown University medical students for excellence in teaching. He is a Clinical Assistant Professor of Medicine at Georgetown University Medical Center.

Leadership - Dr. Michael Schweitz, ATAP Action Network Vice President
Dr. Schweitz was born and raised in Washington, DC. He completed a seven year undergraduate and medical school program at the George Washington University in 1972. He completed his internal medicine training at GW where he was Assistant Chief Medical Resident. Upon completion of his Rheumatology Fellowship at Georgetown University in 1977, he moved to West Palm Beach, Florida, and entered private practice. Dr. Schweitz is board certified in Internal Medicine and Rheumatology. He joined the medical staff of Good Samaritan Medical Center in 1977, currently serving as Chief of Rheumatology. He co-founded Arthritis and Rheumatology Associates of Palm Beach in 1994.

Leadership - Adrienne Hollander, MD (CSRO) ATAP Action Network Secretary/Treasurer
Dr. Adrienne Hollander (Managing Physician Partner) received her undergraduate degree from Swarthmore College and her medical degree from Temple University School of Medicine. She remained at Temple for an internal medicine residency, where she also served as Chief Resident, and a rheumatology fellowship. After serving as an attending and clinical professor at Temple, she joined Arthritis, Rheumatic & Back Disease Associates in 2004. Dr. Hollander has since established herself as an expert and opinion leader in osteoporosis and is the Managing Partner of ARBDA. She was previously Medical Director of Virtua’s Osteoporosis and Bone Health Center. She has served as President of the Philadelphia Rheumatism Society and is board certified in Rheumatology and is a certified clinical densitometrist. Dr. Hollander has been awarded “Top Doctor” in multiple magazines including Philadelphia Magazine annually from 2012-2018, Inside Jersey Magazine annually from 2012-2018, and SJ Magazine in 2010, 2015, 2017 and 2018. She has also been awarded “Top Doctor” by Castle Connelly annually from 2012-2018. Dr. Hollander lives in South Jersey with her husband and two sons.
